Apostille Work Is Changing Beyond State Lines

Two international developments and updated federal processing guidance matter to notaries and apostille facilitators.

Viet Nam enters the Apostille Convention. The Convention entered into force for Viet Nam on September 11, 2026. Before quoting work, confirm bilateral applicability and the receiving institution’s current process.

Thailand is next. Thailand’s entry into force is scheduled for February 28, 2027. Existing authentication and legalization procedures generally remain relevant until then.

Federal timing is clearer. The U.S. Department of State advises mailing with five weeks or more, routine walk-in service for two-to-three-week travel with processing within seven business days, and narrow emergency appointments for qualifying travel within two weeks. The fee is $20 per document.

Action this weekCreate an intake checklist covering issuing authority, document type, destination country, deadline and receiving institution.

Florida Notaries Should Watch RON Identity Rules

A pending rule-development effort could refine how biometric identity proofing works, but the current rule has not changed.

Rule 1N-7.001 still shows February 16, 2020 as the effective date of the final rule. An August 14 workshop considered biometric verification, but no new final standard or effective date is posted. In its September 10 update, Florida reported processing RON registrations received August 13-14 and apostilles received August 12, compared with ordinary commissions received September 8.

Action this weekKeep your platform agreement, digital certificate, seal, training, bond and E&O records together. Do not change identity-proofing procedures until Florida publishes adopted requirements.

Service Focus

The Appointment Begins Before the Stamp

Hospital and senior assignments require calm preparation, impartiality and a willingness to stop.

Speak directly with the signer whenever possible. Confirm willingness, communication ability, acceptable identification and the requested notarial act without choosing or explaining the legal document. Florida prohibits notarizing when a signer appears mentally incapable of understanding the nature and effect of the document. Age, diagnosis or hospitalization alone does not answer that question.

Protect privacy, ask unnecessary visitors to step away when appropriate and never improvise procedures for a person physically unable to sign.

Go or no-go checkSigner available; ID acceptable; document complete; witnesses arranged; facility access confirmed; charges disclosed; delivery instructions clear.

Market Reliability Instead of Selling a Stamp

Elder-law professionals need a dependable resource for sensitive, time-dependent appointments.

Lead with the operational problem you solve. Build a one-page referral sheet listing service territory, availability, witness policy, identification reminders, facility access procedures and direct scheduling. Ask firms how they currently handle off-site notarizations and listen for delays, unavailable witnesses, incomplete intake or poor status communication.

A simple first contact“I support Brevard County families and professionals with mobile notary appointments for seniors, hospitals and estate-related documents. I do not prepare or interpret documents. I would appreciate ten minutes to learn how your office handles off-site notarizations.”

A Deduction Begins With a Business Record

Buying something for work does not automatically make it deductible. Purpose, business use and records matter.

The IRS generally describes a deductible business expense as ordinary in the trade or business and helpful and appropriate. Save the receipt, record the business purpose, separate business payment activity and maintain contemporaneous mileage records. Mixed-use phones, vehicles, computers and internet service may require reasonable allocation.
